PROBLEM TO BE SOLVED: To improve the sound insulation performance of a floor finish material by forming a through hole in a decorative surface of the floor finish material for use in floor decoration. SOLUTION: A plurality of backing plates 7 are directly supported by a plurality of support legs 5 arranged on an RC slab 3, and floor plates 9 as floor finish materials are laid on an upper surface of the backing plates 7, to thereby form a floor 1. The support legs 5 are each formed of a base stand 5a, a leg portion 5b, and a support plate 5c, and when the backing plates 7 are laid on the support plates 5c, gaps 11 communicating with an under-floor space should be formed between the respective backing plates as appropriate. Then, a plurality of through holes 13 having a diameter of 8 mm, for instance, are formed in the floor plates 9 at predetermined intervals in a manner being opposed to the gaps 11, respectively, when the floor plates 9 are laid on the backing plates 7. The through hole 13 of the floor plate 9 communicates with the gap 11 which communicates with the under-floor space, and therefore the floor plate 9 can function as a sound absorbing material absorbing and reflecting sound energy, to thereby exhibit excellent sound insulating performance.
