PROBLEM TO BE SOLVED: To provide a device and a method which safely blocks navigation of a ship without involving breakage thereof in the case of forced stoppage or speed reduction of the ship. SOLUTION: In this device, one end of a rope is fixed to a float of a container, and the other end is locked to a parachute. The rope is packed in the container, and is spread on the course of a navigating ship by being dropped from an airplane, etc., projected into the air from a launcher laid on the water to entangle with a screw propeller, a screw shaft and a vertical rudder of the ship to throw the ship out of navigation control.
