PROBLEM TO BE SOLVED: To prevent any damage or breakage of an optical element or tool even when the optical element or tool is dropped while attaching/detaching the optical element or tool in a grinding and polishing apparatus of the optical element used for cameras and videos. SOLUTION: When the optical element 2 is ground and polished by the relative motion of the optical element 2 rotated following the rotation of the tool 1 by pressing the spherical or planar optical element 2 against the grinding and polishing tool 1, a buffer member 11 formed of a net sheet or the like is installed in a fluid tank 5 provided so as to prevent scattering of grinding fluid or polishing fluid fed between a working surface of the tool 1 and the optical element 2 and recover the grinding fluid or the like. This buffer member 11 prevents the tool or the optical element from being directly brought into contact with an inner surface of the fluid tank 5 even when the tool or the optical element is dropped while attaching/detaching the tool or the optical element, and mitigates any shock caused by the drop, and the optical element and the tool can be prevented from being damaged or broken.
