PROBLEM TO BE SOLVED: To provide a subaqueous earthwork material which ensures not only sufficient subaqueous non-separative power without relying on an anti-separating agent but also sufficient erosion resistance, and therefore is available for a wide range of applications. SOLUTION: Firstly, disaggregated cohesive soil is mixed with sandy soil by a mixer 11 to produce original mud which is then fed to a consolidating machine 13, and coal ash is additionally mixed to the original mud, followed by adjusting the water content thereof. Further, a hardening agent is additionally mixed to the resultant original mud, if desired. At this time, based on grain size accumulation curves of the respective materials, obtained beforehand, loadings of the cohesive soil, sandy soil, coal ash, and hardening agent are determined such that the cohesive soil having a particle size of 5μm or less is contained 10 wt.% or more, that the sandy soil having a particle size of 2μm or less is contained 4.5 wt.% or more, and that a uniformity coefficient Uc (D60/D10) thereof is set to 40 or more. Further, a water content of the mud is determined such that its slump value is set to 0.5 to 1.0 cm.
