PROBLEM TO BE SOLVED: To provide a communication device capable of remotely monitoring a communication counterpart even when the communication counterpart cannot reply. SOLUTION: There is provided a transmission means 27 for transmitting a first ID code for specifying the other communication device for a certain communication device existing in a remote site to connect a line; and a second ID code in which, after the other communication device normally received the first ID code, an operator of the other communication device allows to connect a line under a predetermined manual operation, thereby communicating, but the other communication device can compulsorily be communicated independently of the manual operation so as to set a mode of functioning as a terminal device for inputting information.
