PROBLEM TO BE SOLVED: To provide a magnetic recording and reproducing device that allows a user to surely recognize tape recording information, to easily execute further operations on the basis of a displayed image without no guesswork involved, and prevents information from being readily leaked by causing a functional restriction so as to inhibit free recording/reproduction when one party uses a video tape of other possessor. SOLUTION: A memory 4 stores an identification code corresponding to identification code data recorded on an individual video tape, when a video tape corresponding to the stored identification code is loaded, tape recording information of the video tape is displayed on the screen and the fact is guided in voice. Furthermore, a voice of an operator is entered and compared with a voice password recorded on a reproduced video tape and when the possessor of tape differs from the operator, the operating functions of the VTR are limited.
