PROBLEM TO BE SOLVED: To realize a homogeneous dispersion state of beads in a binder of a light-diffusing sheet without depending on chemicals such as a dispersant. SOLUTION: The light-diffusing sheet 1 is composed of a base material sheet 2, a light-diffusing layer 3 laminated on the top surface of the base material sheet 2 and having positive electrification beads 6 dispersed in a binder 5, and an antisticking layer 4 provided on the back surface of the base material sheet 2.
