PROBLEM TO BE SOLVED: To provide a steel having excellent corrosion resistance to suppress the loss of a sacrifice electrode in the prevention of the corrosion of the steel using an anodic protection and its manufacturing method. SOLUTION: The steel having a mixed composition containing a single phase structure of bentonite or bentonite is manufactured by hot rolling a billet comprising 0.001-0.050 mass% C, 0.10-0.40 mass% Si, 0.50-2.0 mass% Mn, <=0.020 mass% P, <=0.01 mass% S, 0.01-0.10 mass% Al, 0.5-1.5 mass% Cu, 0.5-3.0 mass% Ni, 0.5-2.0 mass% Cr, 0.005-0.20 mass% Nb and 0.0003-0.0050 mass% B and balance Fe with inevitable impurities and cooling the steel obtained by the hot rolling at a cooling rate that satisfies the temperature ranging 0.1-20 deg.C/sec.
