PROBLEM TO BE SOLVED: To develop a technology for easily mounting a bag body, into which grout is injected, on a segment body. SOLUTION: In a segment with a bag, fixing rods 22 are inserted into cylindrical parts 21 formed on both opposed sides of the bag body 2, and ends 22a, protruded from the cylindrical parts 21, of the fixing rods 22 are welded to a skin plate 1b of the segment body 1 so that the bag body 2 can be easily mounted on the segment body 1 via the fixing rods 22.
