The read-out controlling part reads out the desired information indicated by the indicating part. Moreover, an information recording/reproducing apparatus for recording/reproducing information includes a recording/reproducing part, a decrypting part, and a billing control part. The recording/reproducing part records/reproduces encrypted information. The decrypting part decrypts information reproduced by the recording/reproducing part. The billing control part prohibits decrypting by the decrypting part in accordance with a billing state.
