PROBLEM TO BE SOLVED: To obtain a hair grooming agent composition having sufficient setting force, little stiffness and making the hair to be set in a naturally finished hair style. SOLUTION: This hair grooming agent composition comprises 0.01-10.0 wt.% vinylpyrrolidone-based polymer having a low molecular weight, 0.01-5.0 wt.% vinylpyrrolidone-based polymer having a high molecular weight and water. The weight average molecular weight of the vinylpyrrolidone-based polymer having the low molecular weight is >=1000 and <160,000. The weight average molecular weight of the vinylpyrrolidone-based polymer having the high molecular weight is >=160,000 and <30,000,000. The vinylpyrrolidone-based polymer is preferably a polyvinylpyrrolidone having good dispersibility in water. A surfactant is added to impart stability to the hair grooming agent composition and improve extensibility of the hair grooming agent composition and touch feeling to hair.
