PROBLEM TO BE SOLVED: To provide an image signal recording and reproducing device capable of recording an image signal obtained by a supervisory camera over a long period of time and capable of recording and reproducing the image signal at the same time while providing a required operation inhibit function. SOLUTION: Image signals from a plurality of cameras 41 to 44 are converted into digital signals and an HDD 27 records the digital signals onto a hard disk. The display device has a recording lock mode where only an operation of releasing a recording mode is not accepted in addition to a full lock mode where no key operation is accepted. When the recording lock mode is active, even when a stop key is operated during the recording, the recording mode is not released, but when a reproduction key is operated, it is possible to reproduce a recorded image in parallel with the recording operation.
