PROBLEM TO BE SOLVED: To provide a constitution and a manufacturing method for preventing rotation and vibration of a heat transfer promoting fin core by mechanically and surely fixing and arranging the fin core inserted and arranged in a tube of a heat exchange panel in an open rack type heat exchanger. SOLUTION: The core inserted into the tube is formed of a hollow core with a fin, and this core is diametrally expanded from the inside, and the fin of an outer peripheral surface is fixed in contact to an inner peripheral surface of the tube, and can be surely fixed. In addition to new manufacture of the heat exchange panel, when loosely inserting and arranging a conventional core via required clearance, this core is replaced with the new fin core, and the new core can be surely fixed.
