PROBLEM TO BE SOLVED: To provide a device and a method capable of realizing secure program downloading processing in a radio communication apparatus. SOLUTION: Selective application processing from a plurality of algorithm elements for the security check processing, e.g. hash processing, encrypting/ decrypting processing and electronic signature verification processing, of a program to be downloaded to reconstitution available logic in the radio communication apparatus for software radio (SDR) and selective application of encrypting/decrypting processing keys and electronic signature verification processing keys can be attained. In addition, the adding/deleting processing of algorithm elements and keys can be also performed. Even when the leakage of algorithm or a key to a third person occurs, the algorithm or the key can be successively changed and set and program downloading processing maintaining a high security level can be attained.
