PROBLEM TO BE SOLVED: To provide a pneumatic tire capable of improving the steering stability by inhibiting the deformation of a tire caused by side force upon high-speed circling travelling of a vehicle, and effectively preventing the damage to a rim flange, and to provide a tire with a rim obtained by mounting the rim on the pneumatic tire. SOLUTION: In this fitting direction designation-type pneumatic tire, an outer wall near a bead part 1 positioned inside of the vehicle has an inner bulge part 11 having an inner peripheral face extended to a position at an outer peripheral side with respect to a nominal diameter by 18-22 mm, and axial outside from a separation starting position from an outer peripheral side curved face by 12-18 mm, and an outer peripheral side face connected from an outer peripheral side end of the inner peripheral side face to a sidewall part 2, and an outer wall near the bead part 1 positioned outside of the vehicle is provided with an outer bulge part 12 having the top positioned axially outside with respect to a tip part of a rim flange 21 and at an outer peripheral side with respect to the nominal diameter by 23 to 35 mm.
