PROBLEM TO BE SOLVED: To provide an information communication system in which an available communication media is selected in accordance with the contract status or conditions of a user in a car expecting a plurality of users, including a bus, an electric railcar. SOLUTION: A user's terminal 41 transmits a user identifier through a gateway section 110, a communication media connecting section selected by the gateway section 110, and a network 300 to a center device 200. The center device 200 retrieves information on the transmitted user identifier from information stored on a user information data base 22. The available communication media is found to be a cellular telephone or a DSRC and is informed to an in-vehicle network device 100. The gateway section 110 selects the communication media connecting section 11 or 12 being the communication media informed from the center device 200 when the user's terminal 41 transmits the information to the center device 200.
