The turbine has a rotor (1) with a disc to support impellers (6) and hydrodynamic blades (2). The rotor rotation around a horizontal axis results in thrust on the blades actuated by potential or dynamic action of water. The rotation is a function of height of water and retained flow. Two parts (4) fixed in a metallic framework serves as a dam to retain height of water implanted in volume left free by blades displacement.
