<p><P>PROBLEM TO BE SOLVED: To execute control so as not to cause confusion to driver's driving operation in an exit tollgate by a communication error in an ETC gate of an entrance tollgate. <P>SOLUTION: In this ETC on-vehicle device, when the communication error occurs between the device and an antenna 3 (a second antenna, an exit-side antenna), a CPU 17 controls a navigation system, a display part 14 and a speaker 15 to lead a vehicle such that the vehicle comes into a gate wherein a person in charge is always stationed.
