PROBLEM TO BE SOLVED: To realize a backup system, and a device configuring this system for improving security, by preventing the backup data of an IC card being a device to be backed-up, even if a backup device is stolen.

SOLUTION: This backup device 600 is configured to backup secrecy data stored in a secrecy storing part 702 of a device 700 to be backed-up in an encrypted status and is provided with a encryption processing part 607 for encrypting the secrecy data to be backed-up of the device 700 to be backed-up, by using an encryption key corresponding to a decoding key stored in any device other than the device 700 to be backed-up and the backup device 600. Thus, it is possible to improve the security of the backup device.
