PROBLEM TO BE SOLVED: To provide a peroxide/diluent initiator composition which reduces formation of VOCs during the manufacture of ethylenically unsaturated monomer, oligomer, and polymer resins. SOLUTION: This initiator composition includes (a) a peroxide selected from the group consisting of peroxy esters, monoperoxy carbonates, dialkyl peroxides, diacyl peroxides, and peroxy ketals, and; (b) a diluent of the formula R<SB>1</SB>0C (O) CH = CHC (O) OR<SB>2</SB>(where R<SB>1</SB>and R<SB>2</SB>are the same or different and are each selected from the group consisting of 1-20C alkyl, 5-10C cycloalkyl, and 7-11C aralkyl).
