PURPOSE:To reduce the quantity of tar generated remarkably by promoting an oxidizing reaction regarding tar impurities in kerosene by coating the evaporating surface of a metallic evaporating cylinder with an alloy layer containing manganese, changing the coating layer into an oxide layer through heating and treatment and using the coating layer as a hydrocarbon oxidizing catalyst layer while controlling the temperature of the evaporating surface to film boiling temperature or higher. CONSTITUTION:An evaporating cylinder 8 installed into a burner case 2 is constituted by iron of high heat resitance, an evaporating surface is coated with an alloy layer containing manganese, the coating layer is changed into an oxide layer through heating and treatment while an electric heater 9 buried in the evaporating cylinder 8 and an evaporating surface temperature detecting element 10 are mounted, and the temperature of the evaporating surface is controlled to the film boiling-temperature or more of kerosene. Accordingly, since the kerosene is turned into a granular state 18 and evaporated while moving on the evaporating surface 17, tar impurities are also evaporated simultaneously, tar impurities depositing on the evaporating surface decrease, and the quantity of tar reduces.
