Said device includes, on a moving base frame (1), two lifting frames (5/6) carrying a platform (4) for receiving the bogie to be changed; the height of these two lifting frames can be separately adjusted by lifting units (2/3). One of the lifting frames (6) can be linked with the platform (4), so as to move together with it, via pillars (7) mounted on said frame, which are movable between an operational position and an inactivated position, thus ensuring the lifting movement over the other lifting frame (5). The base frame (1) includes a vertically and horizontally movable device (10) for dismantling and mounting track crossmembers which receives a track crossmember (8) in the area of the bogie to be changed for mounting and dismantling from the elevated rails. The lifting gear formed by the two tie-bar-like lifting frames (5, 6) and the platform (4) is of small outer dimensions and, in the retracted (lowered) position, has a reduced structural height and, since the lifting movement is effected in two stages, it achieves a relatively large lifting height despite its reduced height. Pantograph-type systems (14) ensure that the platform extends is a stable manner, without reaching its overturning moment, when it is being raised so that the load can be taken up even from an off-centre position.
