PROBLEM TO BE SOLVED: To reduce a circuit scale to achieve low cost.SOLUTION: When generating a new resource allocation pattern, a pattern generation unit 11 successively generates resource allocation patterns in which operation contents at either one transmission point become a difference in comparison with a resource allocation pattern generated immediately before, to successively output difference information indicative of the difference. Based on the difference information from the pattern generation unit 11, a pattern evaluation unit 12 updates a new pattern evaluation value for each transmission point in only a pattern evaluation unit 24 for each transmission point corresponding to the difference, on the basis of an evaluation parameter for each user terminal corresponding to the difference read out from an evaluation parameter table 22 for each user terminal. The pattern evaluation unit 12 then sums up the pattern evaluation values for each transmission point, related to each transmission point, in an evaluation value totaling unit 25 for each transmission point, so as to calculate a pattern evaluation value related to the new resource allocation pattern.SELECTED DRAWING: Figure 1 |
