The device includes: lengthwise controlable cylinder (6) inserted in ram (3), mounted in casing (1) for lifting and stopping; piston (64) inserted in inner cylinder (63) mounted in lengthwise groove (63a); working oil (0) filled at inner cylinder for absorbing energy given to piston; piston rod (68) pressed by pressing rod (13) perforated at upper cover (7) covered at the top of ram.
