A air cleaning and control system comprises the steps of: (a) separating dust from the air coming in through a suction hole (1) and simutaneously cooling the sucted hot air by a vortex blade or a rotor (4), (b) cleaning the air by letting separated dust adhere to the adsorptive fabric (3), (c) removing the moisture in the air by the condensation of the suspended moisture, (d) controlling the temperature and humidity of the air by letting the air pass through the desiccant so as to dry the air.
