A composition for a binder for a non-aqueous cell electrode contains (A) an ethylenically unsaturated monomer and (B) a surfactant as essential components, and satisfies two or more conditions from among (I) to (III) below: (I) The (A) ethylenically unsaturated monomer includes (a) a phosphoric-acid-group-containing ethylenically unsaturated monomer. (II) The (B) surfactant includes (b) a phosphoric-acid-group-containing surfactant. (III) The composition for a binder for a non-aqueous cell electrode contains (C) a neutralizer comprising an alkali metal compound and/or an alkaline-earth metal compound.
