<p>System and device for, and method of, encoding video information for improved streaming, thereof. Video data is encoded at a vari able bit rate and in accordance with specified quality criteria, such as constant quantization levels of pictures. The variable bit rate might result in an amount of data needed less than the channel capacity over which the data is intended to be sent. The otherwise-unused bandwidth may then be used for the sending, or streaming, of video information that will be needed for future video frames. An encoder (220) encodes the selected frame into an encoded video frame, the size of the encoded video frame depending upon the quality parameter. A bit rate controller (210) provides the quality parameter to the encoder to effect a variable bit rate of encoded video frames produced by the encoder. A packetizer (230) forms the encoded video data into packets with time stamps that could be used in scheduling the packets for transmission. The time stamps are chosen to keep the channel efficiently utilized by sending information that will be needed in the future.</p> |
