PROBLEM TO BE SOLVED: To prevent the double registration of an IP address on a network by detecting the IP address to be used for a terminal on the network from data collected from the network and holding the detected IP address. SOLUTION: A DHCP server 101 loads a remote network monitoring function, extracts the address of a terminal existent on the network which flows on the network and holds it in an address register part 102. The DHCP server 101 periodically refers to the address register part 102 and when the same address as an address described in an address allocation table 104 is detected, the condition of the address allocation in an address allocation table 104 is changed into allocation-completed one. When a new communication terminal having a DHCP client function is connected on the network, the DHCP server 101 allocates a new address but the address is not allocated double to a terminal transmitting a frame onto the network.
