PROBLEM TO BE SOLVED: To shorten startingup time for a boiler, to surely control main steam pressure at a high pressure turbine inlet and reheat steam pressure at a low pressure turbine inlet in a normal operation and to cope with rapid load down in an emergency. SOLUTION: By a high pressure turbine bypass valve opening command 26 for eliminating a main steam pressure deviation 24 of main steam pressure 14 and a main steam pressure set value 22, opening of a high pressure turbine bypass valve 11 is adjusted in a range not exceeding a high pressure turbine bypass valve opening upper limit 28. By a low pressure turbine bypass valve opening command 35 for eliminating a reheat steam pressure deviation 33 of reheat steam pressure 16 and a reheat steam pressure set value 31, opening of a low pressure turbine bypass valve 13 is adjusted in a range not becoming lower than a low pressure turbine bypass valve opening lower limit 41 and not exceeding a low pressure turbine bypass valve opening upper limit 45.
