PROBLEM TO BE SOLVED: To provide a vibration control panel damper capable of absorbing vibration energy of all directions in a horizontal plane without requiring any large space. SOLUTION: A vibration control panel damper 30 is constituted of up and down end plates 32, a very low yield point steel panel section 33 sprovided between both up and down end plates 32 and flanges 36. Each of the end plates 32 is formed in the shape of a square from common steel. The very low yield point steel panel section 33 is so placed that two very low yield point steel panels 34 cross at right angles each other in a plan view. One of two very low yield point steel panels 34 is constituted of a simple substance 34A, the other is constituted of two divided part 34B respectively welded fixedly to both sides of the central part of the simple substance 34A. The flanges 36 are formed of common steel to provide them at both sides of the very low yield point steel panels 34.
