PROBLEM TO BE SOLVED: To provide an image processor that sets a proper compression rate without imposing a load on the user of this processor, is excellent in operability and is provided with a coder which is manufactured at a low cost. SOLUTION: A storage means 3 stores an original image read from an image read means 1, a coding means 4 once encodes the original image and a decoding means 5 decodes it. Then an image quality deterioration discrimination means 7 compares the original image with an image after the decoding to discriminate whether or not the deterioration in the image quality is within a permissible range. When not within the permissible range, a control means 8 instructs a compression rate revision means to change a compression rate. The coding means 4 encodes the image again at this revised compression rate and the operation above is repeated. When the image quality deterioration discrimination means 7 discriminates that the image quality deterioration is within the permissible range, the coding means encodes the image at the compression rate at that time. Furthermore, image quality deterioration discrimination means 7 compares the original image with a pixel value of the decoded image or with an intermediate code obtained in the coding and decoding process to discriminate the magnitude of the image quality deterioration.
