PROBLEM TO BE SOLVED: To provide a pipe laying structure, a laying method for it, and an inverting member, capable of filling mortar without using a support beam for fixing. SOLUTION: Pipe bolster materials having recessed parts in which a pipe is to be placed is arranged on the bottom part in a large-bore pipe 12 at a specified distance, a small-bore pipe 3 is supported by the recessed parts of the pipe bolster materials, the periphery of the small-bore pipe 3 is covered with an FRP-made inverting member 7 in which a clamping annealing wire 74 is previously inserted and locked in insertion holes of a plurality of projecting bodies 73 provided on the lower surface side along the diametral direction of the small-bore pipe 3, the periphery of the small-bore pipe 3 is wound and clamped by the annealing wire 74, and air mortar is injected into a space formed of the inverting member 7, the outer surface of the small-bore pipe 3 and the inner surface of the large diameter pipe 12.
