PROBLEM TO BE SOLVED: To prevent the lack of oxygen in the low-layer water while sending the natural light to the bottom of sea in a pollution progressed area so as to grow plants in the bottom of sea by converging the natural light converged by a primary reflecting mirror with a secondary reflecting mirror, and scattering the light from an optical fiber or an optical conduit to the bottom of sea. SOLUTION: A primary reflecting mirror 1 is fitted to a frame 4 so as to be directed upward at a right angle, and converges the natural light to a secondary reflecting mirror 2 directed downward. The secondary reflecting mirror 2, furthermore, converges this light to an upper end of an optical fiber or an optical conduit 3. As an optical conduit 3, a glass bar, a side surface metal plated pipeline sealed at a lower end or both of an upper and a lower ends thereof so as to prevent the intrusion of sea water, or a pipeline with built-in liquid filled with pure and transparent liquid is used. The light transmitted through the optical conduit 3 is scattered by utilizing a difference of reflectance while forming a tip of a lower part of the optical conduit into a recessed or a projecting structure. Or, the light output from the optical conduit 3 is reflected by a light scattering device 6 so as to be scattered to the bottom of sea near the optical conduit 3.
