PROBLEM TO BE SOLVED: To make the clearance size between collars and a roller proper and improve durability of these members by fixing right and left collars at a constant distance. SOLUTION: A lower roller device 12 is constituted of right and left collars 13, 13 attached to a side frame 7, a roller 17 rotatably attached to respective collars 13, a support rod 24 axially perforating the roller 17, and nuts 25 for fixing both ends of the support rod 24 to the right and left collars 13, 13. Therefore, since respective collars 13 are be fixed at a constant distance by the support rod 24, the right and left collars 13, 13 can be prevented from being approached to or separated from each other. The clearance size between the collars 13 and the roller 17 is made proper to smooth the rotation of the roller 17.
