PROBLEM TO BE SOLVED: To decode an object layer while avoiding deterioration in an error correction capability due to the effect of other layers. SOLUTION: A data stream reconfigured into a packet structure is given to an input changeover device 2, which gives the stream to 1st and 2nd Viterbi decoders 3, 4 alternately for each packet. A Viterbi decoder receiving the stream just after final data of each packet is switched to another Viterbi decoder. A known data generator 1 generates known fixed data, which are given to any of the Viterbi decoders 3, 4 having received the input data stream so far in a way that the fixed data given to the final end of a packet can be regarded as a consecutive data stream in succession to the coded data for a length of a path memory or over thereby continuously allowing the Viterbi decoders 3, 4 to conduct decoding. Consecutive decoded data are obtained from the input data stream by switching the output of each of the Viterbi decoders 3, 4 by means of an output changeover device 5 in matching with the switching of the input data stream.
