PROBLEM TO BE SOLVED: To prevent a person from getting hurt, such as a cut, etc. when the person operates a knob handle. SOLUTION: A smooth folded section is formed by folding the flange 19 at the upper end of the vertically moving guide pipe 13 of a cartridge tank 1 at an appropriate position after the flange 19 is projected outward and, at the same time, the cut end face 20 of the flange 19 is directed toward the inner periphery (center) of the pipe 13. Therefore, when a person touches a knob handle 12 for removing a filler opening cap 3 from the filler opening 2 of the cartridge tank 1, his finger or hand does not get hurt even when the fingers or hand carelessly touches the flange 19, because a force works to press down the handle 12 and an auxiliary attaching/detaching tool descends. In addition, a cost increasing factor can be eliminated, because it becomes unnecessary to perform special work, such as the deburring, etc. on the inner peripheral cut face of the flange 19.
