SOLUTION: A differential pressure meter 3 is provided at an installation area 1 where a blow-out panel 2 has been installed, thus measuring the differential pressure between the area 1 and the outside of a building. A discharge flow rate W from the area 1 to the atmosphere is obtained from the measurement value of the differential pressure by calculation. On the other hand, the amount of radiation of the area 1 is measured by a radiation detector 4. In this case, a radioactivity concentration C in the area 1 is expressed by C=k.R (k: a conversion coefficient for converting the amount of radiation to the amount of radioactivity) when the amount of radiation is set to R. When the blow-out panel 2 is released, an amount of radioactivity Q being discharged to the atmosphere is expressed by Q=C.W according to the discharge flow rate in the area 1 and the radioactivity concentration C, thus automatically calculating the amount of radioactivity by a device 5 for calculating the amount of radioactivity.
