PROBLEM TO BE SOLVED: To facilitate development to an actual filter by efficiently deciding the constant of a filter circuit and to consider the parasitic component of a circuit element. SOLUTION: Respective circuit element units 5 constituting a filter circuit have plural circuit elements 6 and can select capacitors, the plural parasitic components 17 of the circuit elements 6 whose capacitance can be selected, and switches 18 which select and connect the circuit elements 6 and the parasitic components 17. The filter circuit is constituted by combining the circuit element units whose circuit constants are adjusted.
