PROBLEM TO BE SOLVED: To prevent even dew condensation in the summer season besides one in the winter season. SOLUTION: A plate-side packing material 12 surrounds the periphery of a rectangular plate 11. The four sides of a rectangular regular-form heat- insulating material 13 run parallel with the four sides of the plate 11 respectively and the heat-insulating material 13 is installed on one surfaces of the plate 11 at intervals to the insides to both side ends of the plate 11. A heat-insulating material side packing material 14 surrounds the periphery of the regular-form heat-insulating material 13. In the heat-insulating panel 10, the plate 11 is directed towards the indoor side and the regular-form heat-insulating material 13 the outdoor side. Both side ends of the plate 11 are fitted into a framed panel holding groove together with the plate-side packing material 12 and close framed openings. The plate-side packing material 12 and the heat-insulating material side packing material 14 are fast stuck to a frame and close the framed openings.
