SOLUTION: A mat-shaped moldings 10 having a void portion 2 surrounded by a number of partition walls or projections consisting of a synthetic resin are connected together and laid, the inside of the void portion is filled up with a granular filler 3 in this paving construction, and the coefficient of permeability in the mat-shaped moldings when the inside of the void portion is filled up with the filler is not less than 1 cm/s.
