PROBLEM TO BE SOLVED: To provide a water retentive paving material utilizing a granular matter such as crushed stone, gravel or the like particularly being capable of preventing the movement of the granular matter constituting the paving material when a vehicle passes on the top surface of the water-retentive paving material and also being capable of providing an excellent water-retentive paving material to its water retentive function. SOLUTION: A surrounding portion 3 is formed by a number of partition walls or projections 2 provided in vertical direction, the inside of the surrounding portion is filled up with a granular matter, and a water barrier sheet 5 is laid at the most outer side and the bottom surface of the surrounding portion in this water-permeable paving material, to which the granular matter 4 is weakly adhered with a hinder as required.
