PROBLEM TO BE SOLVED: To provide a locking device of a base isolation building capable of attaining a reliable locked state with sufficient locking force without generating a backlash even if residual displacement is generated on an upper structure after an earthquake occurs and capable of obtaining a recovering function resolving the residual displacement generated on the upper structure after the earthquake occurs and an excessive displacement preventing function. SOLUTION: This locking device of a base isolation building by a direct rail type base isolation device is provided with lower rail side locking means 20 (21-26) provided on a foundation 1 side and selectively pinching a coupling section 7 to the lower rail 4 of a center block 6 from both sides in the extending direction of the lower rail 4 to fix the coupling section 7 to the foundation 1 side and upper rail side locking means 30 (31-36) provided on the upper structure 2 side and selectively pinching a coupling section 8 to the upper rail 5 of the center block 6 from both sides in the extending direction of the upper rail 5 to fix the coupling section 8 to the upper structure 2 side.
