PROBLEM TO BE SOLVED: To cut an outside bead generated in the deposited part of an electric resistance welded tube by cutting by shear with a rotary cutter which is rotationally driven on the same circumference and a stationary fixed cutter without generating notch-shaped flaws on a cutting face of a cutting tool and simultaneously to automatically insert chips into a chip cutting device. SOLUTION: This device has a constitution such that a rotary cutter 2 is provided whose a cutting edge having the edge length on the plane vertical to the moving direction H of the electric resistance welded tube A is rotationally driven on a plane including the axial line of the tube and the deposited part F and whose direction of rotation when the cutting edge is approached nearest to the deposited part F is same as the moving direction of the tube and a fixed cutter 3 with a cutting edge having the edge length on a plane parallel to a plane vertical to the moving direction of the tube is provided on the side of a cutting tool D across a chip B in the plane including the axial line of the tube and the deposited part F and the chip B of the outside bead which is discharged from the rake face of a cutting tool D and entered from an opening 7 is cut with the cutters 2 and 3.
