PROBLEM TO BE SOLVED: To provide protection reinforcement of a head part and a neck part of a seated person during a rear collision or the like without complicating constitution. SOLUTION: A headrest holder 16 is supported so as to be able to rise forwardly tilted from a predetermined rear initial position via a guide means 22 and it is deflected and held in this rear initial position under a deflecting force of a regulating spring 40. A passive means 32 converting and transmitting a rear moving load of an upper body of the seated person as a forwardly tilted rising force is arranged inside a seat back 14. The deflecting force of the regulating spring 40 is set on the basis of an inertial load in regard to an impact load in the rear collision, and when this inertial load in the rear collision is received by a textile belt (passive part) 30 of the passive means 32, the headrest holder 16 rises forwardly tilted in resistance to the deflecting force of the regulating spring.
