PURPOSE: An apparatus and method for controlling the change of speed in an automatic transmission are provided to improve comfortability in the change of speed by smoothly changing speed without a shock of the change of speed. CONSTITUTION: An apparatus for controlling the change of speed in an automatic transmission is composed of a detecting unit(10) for the driving state of a vehicle which outputs an electronic signal according to the driving state of the vehicle; a TCU(Transmission Control Unit)(20) which outputs a duty control signal of down shift from fourth speed to second speed; a first actuator(31) which releases a fourth gear speed pressure applied on an end clutch by the duty control signal of down shift from fourth speed to second speed; and a second actuator(32) providing a rear clutch with a second gear speed pressure by the duty control signal of down shift from fourth speed to second speed.
