Non-flammable composition contains 10-85 weight % expanded material, 10-90 weight % alkaline metal silicate, 1- 30 weight % catalyst and carbon dioxide. The expanded material is perlite, vermiculite or expanded glass. The alkaline metal silicate is sodium or potassium silicate. The catalyst is aluminum sulfate. The composition may include 2-30 weight % mineral or organic material, 0.5-5 weight % solvitose or other dextrin and 0.5-5 weight % methyl siliconate water repellent. The composition may be mixed with a wet or dry material that is then molded and hardened with carbon dioxide.
