PROBLEM TO BE SOLVED: To appropriately recognize a recognition object without preparing a large number of templates even when the object is photographed from a direction other than right in front of the object. SOLUTION: A template to be collated is retrieved from a template storage part 28 storing plural templates by photographing the partial image in the form of horizontal line of the recognition object with a line CCD camera 22 and horizontally slicing the pattern such as character or symbol of this image in a line form. Then, the pattern is recognized by comparing the order of ID of the collated templates with the order of ID of templates in respective patterns stored in an ID order storage part 32. Even in the case of image photographing the recognition object from a direction other than right in front of the object, by dividing the object into linear areas, the dimension difference between the divided image and the template is small. As a result, even when the recognition object is deformed or distorted, the object can be recognized by using the template of the pattern having no deformation or distortion.
