PROBLEM TO BE SOLVED: To provide a guiding and positioning device and a positioning method, for accurately measuring the position and attitude of a roof member or the like using a simple constitution, to accurately guide the roof member or the like into a target position in constructing a dome roof or the like. SOLUTION: Targets, comprising light wave range-finding reflecting prisms and three detecting light emission sources arranged in almost a triangular shape, are mounted to specific parts of the roof member or the like. A video camera detects light from the detecting light emission sources, and a range finder/ goniometer measures the distance and an angle to the target. A processing means obtains the three-dimensional position and attitude of the roof member or the like, on the basis of output data from the video camera and the range finder/goniometer, generates a position video signal which indicates the relation between the actual position and attitude and the target position and attitude of the roof member, and displays it on a display.
