PROBLEM TO BE SOLVED: To avoid a defect related to provision of especially, a slight space and an assembling position where approach is hard to be made and to perform emergency operation of a vehicle part, i.e., a rear cover, a cover flap, a hood or the like usually hydraulically operated parts, automatically especially simply and reliably by hands in all points during a failure of a power source. SOLUTION: A check valve 16 to cut off a flow to a pressure source 5 is inserted in a pressure line 4 and a bursting line 17 is started from a spot situated between the check valve 16 and a work cylinder 1 and a switching valve 11. A cut-off element 19 released during the decrease of the pressure of a pressure source 5 is inserted in the bursting line 17.
