PROBLEM TO BE SOLVED: To quickly develop and distribute a knowledge base of high stability. SOLUTION: A test case, having a trouble detected by both of a developer and a user detected at developing and applying of the knowledge base is stored in a text case base, together with its expected value. The developer revises the knowledge base so as to obtain the expected value of the test case stored in the test case base.
